The plan was to deaden all little small wars that so many smaller gangs were having. So by forming The Folks and People Nations, it'll be no war or ONE HUGE WAR!! And under that mindframe the Lords brought in 6 small gangs, the Stones brought in 6 small gangs and the Kings brought 6, which made 21 Nations in our Pyramid.
